NEW DELHI: In a bizarre incident, authorities in Bihar's Rohtas district are investigating how "Cat Kumar," son of "Catty Boss" and "Catiya Devi," applied for a residential certificate.
Sharing the details, officials said that the application has been made to seek a residential certificate listing the applicant as "Cat Kumar," with "Catty Boss" as the father's name and "Catiya Devi" as the mother's name.

The application, complete with a photograph of the canine, was filed on July 29.
After discovering the shocking applications, district magistrate Udita Singh directed Nasriganj revenue officer Kaushal Patel to look into the matter. A formal case has since been registered against unidentified persons at the Nasriganj police station, and an investigation is underway.

This comes days after a residence certificate was officially issued to a dog in Patna’s Masaurhi block. The certificate listed " Dog Babu " as the applicant, "Kutta Babu" as the father and "Kutiya Devi" as the mother.
A thorough investigation was launched to track down those responsible, with officials assuring appropriate action against officials found negligent in the matter.
