"One bill cannot make or break my community. We stand against hate, racism and fearmongering," Bains wrote.
What is the controversy over SB-509?
The bill proposed that California's law enforcement would take special training to respond to any kind of attack coming from any foreign element. While the Hindus opposed the bill, claiming that it would target them, the Sikh community supported the bill as they saw it as a protection against political violence against them. Hindus argued that California Hindus opposing the vandalisation of their neighbourhood mandir with anti-India graffiti could be labelled as proxies of the Indian government.
"Additionally, the bill seeks to protect, specifically, ‘dissidents’ who are ostensibly protesting the policies of foreign governments. What this means for Hindu-Californians is that, at a time when anti-Hindu hate crimes are on rise, extremists who consider our mandirs and other sacred spaces as legitimate targets for their anti-India protests will now have legal cover and be further emboldened," the Coalition of Hindus of North America said earlier.

This reaction from SB 509 bill sponsor Bains is so interesting and revealing in her equating the SB 509 and caste bill SB 403 veto.

It makes sense because the 509 attempt was structured to appeal to and harness the exact same core base angered by the 403 fail. For two… pic.twitter.com/ValzpOh8vr

"This veto isn’t just politics, it’s a statement: We will not allow overreach. We will not sacrifice rights in the name of fear. To those who pushed SB-509: this decision sends a clear message: You will be challenged. We will speak up. We will resist," the Indian American Advocacy Council posted.
The bill that was shot down yesterday was introduced in 2025, passed the Legislature and was waiting for Newsom’s approval. Bains had cited Hardeep Singh Nijjar’s killing (with ex-Canadian PM Justin Trudeau alleging foreign government’s involvement) among other such cases as a push for the protection guaranteed by the bill.
